Surah At-Tawbah (also known as Surah Bara'at) is the only Surah in the Quran that does not begin with 'Bismillahir Rahmanir Raheem'. This is generally attributed to its theme of disavowal from polytheists and warning, which is not compatible with the opening of mercy.
